A judge in St. Clair County has ruled in favor of the governor and his plan to keep paying state employees despite the lack of a complete state budget. Illinois Attorney General Lisa Madigan filed suit to cut off employee pay because there was no appropriation to spend the money, which she says violates the state constitution.
Madigan says she will appeal the ruling because the state’s constitution requires lawmakers to approve the spending. Governor Bruce Rauner had opposed Madigan’s lawsuit and in a statement said he was pleased with the court decision on behalf of hard working state employees. A spokesperson for Madigan's office says the governor is not following the constitution and is harming the people of Illinois.
